Despite the relatively recent emergence of a large number of ‘national qualifications frameworks’, and of international frameworks such as the ‘European Qualifications Framework’ (European Commission 2013) and the ‘Common European Framework of References for Languages’ (Council of Europe 2011), they have emerged as important policy instruments.
Speaking at International Exhibition and Forum for Education (IEFE) in Saudi Arabia in February 2013, Tim Oates, Group Director of Assessment Research & Development, explored the related issues of developing coherent national qualifications arrangements (including ‘routes’) and developing qualifications frameworks (as a policy tool).
Using the European Qualifications Framework (EQF)as a case study, Tim explained how important issues of method and policy were considered during its development.
